But first, What is a Byelaw and Why is it important?

In the UK, byelaws are laws of local or limited application made by local councils or other bodies (i.e. Harbour Masters etc), using powers granted by an Act of Parliament, and are a form of delegated legislation. Byelaws, if broken are criminal offences that can be prosecuted in Magistrate's court - so its definitely worth you checking out the byelaws of the area you intend to ride in as it your duty to know what these are, just as you know the highway code before you drive your car...
